Nancy Booth, R.N., MSN, a senior consultant for the National Commission on Correctional Health Care, will offer a wide-angle historical perspective on the evolution of mental health care in correctional settings.
Dr. Joe Gerstein, co-founder of SMART Recovery and creator of the InsideOut program, will share insights into how this groundbreaking mutual support model—now used in facilities around the world—was developed, including highlights from outcome studies in Australia.
Nicole “Nikki” Lowder, CPSS/MAT Program Manager for the South Carolina Department of Corrections, will discuss how she has successfully scaled InsideOut across her state’s correctional institutions and how mutual support meetings are transforming the recovery landscape for justice-involved individuals.
ABOUT OUR PANELISTS

​Nancy E. Booth, MSN, PHN, RN, CCHP-RN, is a seasoned nursing professional with over 50 years of experience in healthcare leadership, education, and correctional health services. She retired in 2021 as Director of Nursing for the San Diego County Sheriff's Department, overseeing a jail system with more than 84,000 annual admissions. During her tenure, she spearheaded initiatives such as a specialty telehealth program, the Medi-Cal Inmate Eligibility Program, and infection control management. Currently, Ms. Booth serves as a general surveyor and member of the Accreditation and Standards Committee for the National Commission on Correctional Health Care (NCCHC), and consults through NCCHC Resources, Inc. Her dedication to incarcerated patient care began during nursing school at LAC+USC Medical Center and continues to drive her advocacy and leadership in correctional health today.

Dr. Joe Gerstein, a retired Harvard Medical School assistant professor and Fellow of the American College of Physicians, is the founding president of SMART Recovery (Self-Management and Recovery Training), an evidence-based, secular alternative to traditional 12-step programs. With over 50 years of experience in addiction medicine, he has facilitated - as a volunteer - more than 4,000 SMART meetings globally, including in hospitals, veterans' facilities, and correctional institutions. Dr. Gerstein also created the InsideOut program, a specialized adaptation of SMART Recovery designed for incarcerated individuals, which is now implemented in prisons across the U.S. and internationally. His pioneering work continues to influence the expansion of self-empowered recovery models worldwide.

Nichole “Nikki” Lowder, CPSS, NCPSS, serves as the CPSS/MAT Program Manager for the South Carolina Department of Corrections. In this role, she leads initiatives that integrate peer recovery services and evidence-based MAT programs within correctional settings, aiming to enhance support for incarcerated individuals with substance use disorders. Lowder has contributed her expertise to statewide forums, including the SC Governor's Summit on Addiction, where she has discussed the implementation of peer recovery services across various systems and the application of ASAM criteria in correctional facilities. Her work focuses on expanding access to treatment and fostering recovery-oriented systems of care for justice-involved populations.
